Human Resource Assistant at MRC/UVRI and LSHTM Uganda Research Unit

The Unit is an internationally recognized centre of excellence with dominant research themes in the areas of HIV and emerging infections, vaccines and immunity, and chronic diseases and cancer. Through a multidisciplinary approach, intersecting basic science, epidemiological research, social-behavioral research and the conduct of new intervention evaluation studies, the Unit contributes knowledge on changing epidemics and diseases, the evaluation of innovative health care options, treatment and prevention and the development of health policy and practice in Africa and worldwide. Following the signing of strategic transfer agreements between the London School of Hygiene & Tropical Medicine (LSHTM) and the Medical Research Council (MRC UK), the Unit formally joined LSHTM on 1st February 2018. The exciting new partnership will boost research capacity into current and emerging health issues in Africa and throughout the world. The Unit is based at the UVRI Entebbe campus with established outposts in Kalungu, Masaka, Wakiso and Kampala Districts.
The Unit is now seeking enthusiastic and experienced individuals to fill the following position:
Human Resource Assistant (1 position)
Position Code: HRA -521
Reports to: Human Resource Manager
Station: Entebbe

Job Purpose:
The position holder will maintain a centralized records management system. They will support development of standards, policies and procedures, aimed at ensuring records management compliance and development.

Roles & Responsibilities
Principal Responsibilities
• Be accountable for quality and efficiency of individual workloads while contributing to the day to day performance of the unit, guiding and supporting fellow colleagues and by providing efficient and effective customer support to colleagues
• Assist with maintaining HR Records Management System, including the maintenance and management of active and archived records
• Maintain organisational security and confidentiality of personnel information in accordance with the Unit policy and legislative requirements
• Identify, report and where appropriate, action risks/hazards in order to eliminate or mitigate against the risk occurring again
• Information management of all HR personnel records;
• Management and maintenance of all HR correspondence file for both internal and external communication
• Initiating, design and implementation of document handling and release procedures from the HR registry (Registry Records Transfer Forms, Creating Records Retention & Disposal Schedules); and
• Support the section other adhoc activities as requested by the line manager
Service Delivery
Ensure the services under the HR team’s control are delivered in a way that is:
• Responsive
• Promptly communicating to user’s new developments such as new services, changes to services etc.
• Pro-active in resolving issues
• Upholding high standards of professionalism

Person Specification
• Bachelor’s degree in Human Resource Management, social work and social Administration, Business Administration with Human Resource Specialization, psychology or other related field
• Member of a professional body like HRMUA is an added advantage
• Prior experience in supporting HR operations
• Should possess experience with records management in a reputable organization
• Experience providing HR services in a research setting
• Experience working in a grant-funded environment
• Should possess knowledge of Ugandan labor laws
• Attention to detail and ability to prioritize
• Ability to build effective working relationships at all levels
• Excellent analytical skills and ability to trouble shoot complex issues
• Ability to respond creatively and flexibly to demanding challenges
• Good oral and written communication skills
• Proficiency using MS Office skills
• Proven ability to respond creatively and flexibly to demanding challenges
• Possess strong conflict resolution skills; and
• Routinely taking initiative.
