The AIDS Support Organization (TASO Uganda), is an Organisation contributing to a process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease. TASO has received a 3-year (2022- 2024) grant from ViiV Healthcare UK Limited to improving Retention in HIV care among Children living with HIV and their caregivers (IRHAC-U Project) to achieve the UNAIDS 95-95-95 targets by 2030 in the Districts of Gulu and Masindi. The overall aim ofthe IRHAC-U Project will be to contribute to the improvement of the proportion of 240 PLHIV children and their caregivers with known HIV status, by providing HIV Testing Services to 4274 children aged 5-14 years and their caregivers at TASO Gulu and TASO Masindi CoE to over 95% by the end of 31 Sl July 2024, provide comprehensive treatment services and retain in care 747 PLHIV children and their caregivers at T ASO Gulu and TASO Masindi CoE by the end of 3 JSI July 2024, increase from 85% to 95% PLHIV children and their caregivers on treatment with suppressed viral loads at T ASO Gulu and TASO Masindi CoE and sustain it by the end of 31 st July 2024 and,
increase availability, access and use of quality data to plan, monitor and evaluate HIV/AIDS response by the end of 3151 July 2024. T ASO requires the services of dedicated, competent, innovative and result- oriented individuals for employment on a contract basis for the posts below;

Job title : REF: TSIHRlPMGT/3: 2 Project Clinical Officer – IRHAC-U Project
Classification: Contract, Full-time
Reports to: Center Program Manager
Salary: Commensurate with training and experience
Duty Station: TASO Masindi (CoE) and TASO Gulu (CoE)
Directly Supervises: Enrolled Pediatric Nurse and Community Volunteers/peers

Main Purpose of the Job:
The Project Clinical Officer shall provide coordination of project activities at COE. S/he will be responsible for development of periodic workplans, implementation and supervision of direct services to project beneficiaries; provision of technical support to the community volunteers, provision of child-and adolescent friendly services at the COE, and ensure availability of logistics and timely reporting of project activities.

Key Outputs
• Comprehensive package of HIV prevention, testing, treatment and psychosocial services provided to children and adolescents living with HIV and their caretakers
• Capacity of community volunteers built to attain project objectives
• Budget work-plans and budgets developed and submitted on time
• Periodic project reports generated and submitted on time
• Project performance review, quality improvement and stakeholder
• Project success stories correctly documented and shared
• Community activities are well coordinated and supervised

Key Duties and Responsibilities
• Ensure all children and adolescents living with HIV receive comprehensive medical services
• Ensure compliance with national HIV/TB pediatric guidelines/practices
• Effectively supervise and bui Id capacity of community volunteers
• Provide periodic updates about key project activities to the COE and project team leads
• Coordinate community activities related to the project
• Attend pediatric and adolescent HIV/TB meetings and conferences to build own capacity
• Ensure all project activities are well documented
• Lead Continuous quality improvement projects on improving quality of HIV/TB services among children and adolescents at the COE
• Ensure documentation of success stories and best practices for sharing with stakeholders and beyond
• Work with the Medical Services Technical Lead to ensure availability of essential supplies and commodities needed in the pediatric clinic
• Conduct periodic continuous medical education sessions to build the capacity of other COE staffs on pediatric HIV/TB services
• Ensure compliance to infection prevention and control measures including those of COVID-19
• Work with MSTL to link specific clients who have particular needs, with other services available in the district
• Any other duties as maybe needed by the supervisor

Person specifications: Project Clinical Officer
Minimum Academic Qualification: Diploma in Clinical Medicine and Community Health, with Valid registration and licensure with relevant professional council.

Additional Training
• Training in child and adolescent counselling required
• Training in Comprehensive HIV/TB/ART Management required
• Training in Nutritional assessment and counselling desired

• Required Experience and Exposure
• Minimum of one year’s experience working in an HIV setting
• Ability to speak Runyoro and Luo is essential

• Key Skills
• Motorcycle riding skills. Must possess a valid riding permit (Class A)
• Ability to communicate medical facts to non-medical people
• Good interpersonal and communication skills
• Community engagement skills
• Basic computer skills
Other Qualities/Attributes: Integrity. tea mental and physical stress.
