Review and monitor the implementation of MEL (Monitoring, Evaluation & Learning) management systems and guidelines for measuring and tracking Mortality (and other outcomes of interest) Surveillance and manage the utilization of data and information in line with the M & E departmental mission.
Overall Responsibilities
- Develop an operational work plan and budget for MEL activities in Mortality surveillance districts and as well as monitor the integration of activities into district and facility plans and budgets in line with Baylor-Uganda project objectives and financial guidelines.
- Monitor the implementation of Mortality surveillance activities (health facility and community level) to ensure complete and accurate reporting of all deaths in relation to the set performance indicators in line with the project objectives and MEL departmental mission
- Develop a system to monitor surveillance data capturing & cleaning processes, storage and retrieval and conduct periodic data validation of the data collected from participating facilities and villages to support project activities and research studies in the region in line with the departmental mission.
- Provide technical support to health facility mortality focal persons and district Biostatisticians for appropriate and complete surveillance data management processes in line with MoH data management guide lines
- Analyze both qualitative and quantitative data collected and stored by Baylor-Uganda for publications and disseminate findings in appropriate fora and as well utilize data to develop fundable proposals in line with Baylor Uganda research guidelines
- Prepare periodic (quarterly and annual) MEL reports with appropriate recommendations on the basis of available surveillance data and give feedback/lessons learnt to stakeholders in meetings/CMEs/quarterly review meetings and other foras in line with MEL reporting guidelines of MoH and Baylor-Uganda.
Required Qualification, Experience and Competencies:
- · A Bachelor’s (honors) degree in statistics, Computer science, Information Technology.
- · Postgraduate qualification in project planning & management or statistics or demography or public health
- 3 Years Relevant Experience
