Director Technical Services at Joint Clinical Research Centre ( JCRC )

Job Purpose;

The Director Technical Services offers overall technical direction and oversight to the activity in terms of design, implementation and monitoring of high impact health interventions. S/he shall have depth and breadth of technical expertise and experience in designing and implementing high impact HIV/AIDS and health services in Uganda. S/he shall have expertise in inclusive development programming, demonstrated knowledge of gender issues in Uganda and integration of gender into health projects and services. S/he will have the necessary qualifications, skills and experience necessary to support this activity.

Specific duties and responsibilities;

Provide leadership on all technical matters and ensure quality donor deliverables.

Develop program work plans and ensure their technical soundness.

Provide technical expertise and leadership for the design and implementation of the technical program areas of HIV/AIDS prevention, Care and Support, pediatric care and treatment, PMTCT, TB/HIV, Gender and support programs.

Prepare project reports as required by the donor, organization and the districts

Represent JCRC at high level USAID and District health specific engagements.

Guide the analysis, synthesis, and dissemination of project outcomes and results.

Ensure that high quality technical programs are implemented in a timely manner and in coordination and collaboration with USAID, MoH, and other stakeholders.

Work closely with the TA partners and MOH to ensure implementation of MOH policy guidelines.

Oversee quality assurance programs for all technical aspects of the project.

Ensure the technical training and staff development in all project technical areas.

Ensure that appropriate technical strategies, policies and SOP’s are developed and implemented in accordance to USAID regulations.

Assist with the management, development and monitoring of work plans and budgets; ensure appropriate levels of technical assistance for interventions.

Provide technical assistance through the review and/or writing of protocols, papers, reports to ensure accuracy and appropriateness.

In collaboration with the Project Director, oversee the implementation of an indicator-based performance monitoring plan.

Support the Project Director to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project.

Oversee reporting and monitoring of technical performance metrics.

Ensure technical program quality according to set standards including quality assurance and quality improvement initiatives.

Perform other duties as assigned.

Qualifications and skills required;

A master’s Degree in Public Health, Business Administration, Social Sciences or equivalent field, or A Bachelor’s Degree in a medical field preferably MBCHB , Social sciences or equivalent field with at least ten (10) years of progressive experience in leading implementing of HIV/AIDS and other public health programs.

Demonstrated experience in planning, implementation, monitoring and evaluation of complex and comprehensive HIV/AIDS programs in Uganda or similar settings

Demonstrated experience in leading HIV/AIDS and TB donor funded programs development and implementation of inclusive development programs into health projects and services.

Highly developed analytical skills to facilitate continuous analysis and interpretation of program data to discern trends, prompt further operational research and generate information to enhance routine program adjustments and adaptation in response to emerging client needs and policy changes.

Experience and expertise in designing and implementing successful facility and community based integrated HIV/AIDS and health interventions.
