The Uganda Bureau of Statistics (UBOS) is an Agency of Government responsible for maintenance, coordination, supervising and monitoring of the National Statistical System (NSS); to ensure the production, dissemination and storage of standardised statistical data and information within the NSS. UBOS is also the principal official statistics producing agency in the country. EMPLOYMENT TERMS: 5 year Contract, with a possibility of renewal subject to the UBOS and national policy frameworks.
Job Summary
To provide support to the Executive Director in the day to day operations of the UBOS (the Bureau) and the coordination of the NSS in line with the organization’s strategic goal and objectives.
Key Result Areas
• Provide technical leadership support in the continuous professionalization of the Bureau and the NSS.
• Document and regularly review the system and procedures for developing a professional cadre in the Bureau and the NSS.
• Prepare and manage the Bureau’s annual work plan and budget for the Professional Services Department (PSD), including superintending over the consultancy services function.
• Timely production of Quarterly Progress Reports (QPRs) to the Board and the institution’s Annual Reports.
• Review and/or prepare the draft policies, strategies and regulations for the Bureau on general governance, statistical coordination, development, production and dissemination.
• Member to Executive Committee (ExCOM) that provides strategic advice to the Executive Director for effective and efficient operations at the Bureau.
• Any other duties as may be assigned by the Executive Director.
Minimum Requirements
Qualifications:
• An Honour’s Degree in Bachelor of Statistics, Bachelor of Science in Quantitative Economics, Bachelor of Science (Economics & Statistics), Economics & Mathematics, or Bachelor in Demography/Population Studies;
• Plus Master’s Degree in Statistics, Quantitative Economics, Economics, Demography Population Studies, OR Information Technology for those with an Honour’s Degree in Bachelor of Statistics;
• A Post graduate Degree in Public Administration and Management or Business Administration is an added advantage;
• Possession of a PhD will be of a stronger added advantage.
Experience:
• Minimum 12 years of professional working experience in statistical production related activities: with at least 5 years at a senior management level in a public institution or recognised private sector organisation in the field of statistical production.
Key Competencies
• Demonstrable understanding of international statistical frameworks, protocols and guidelines.
• Demonstrable understanding of international and continental development frameworks, charters and agreements relevant for statistics development, production, dissemination and communication.
• Strong knowledge and appreciation of statistical operations in different Government Ministries, Departments, Agencies and Local Governments
• Knowledge of organizational business processes and internal controls within the national and international laws and regulations.
• Excellent leadership skills and strong business acumen.

• Passionate, high energy drive, a balanced ego and the drive to achieve results;
• Effective team builder and player,
• Highly emotional intelligent; and
• Very resourceful and innovative for the ever-changing statistical ecosystem

Other requirements
• Must be a member of the Uganda Statistical Society.
• Membership to an international statistical association or any other professional body.
• Knowledge and application of relevant statistical and management software systems and techniques.
• Excellent communication skills and interpersonal relations.
• Experience in effective networking with other institutions.
