National Content Capacity Building Coordinator at Seaowl

On behalf of our Client in the Extractives sector, we are looking for a competent National Content Capacity Building Coordinator to join our Team at our Clients Kampala Office.

JOB LOCATION: Kampala –Uganda
East African Crude Oil Pipeline (EACOP) project will establish a Special Purpose Vehicle (“PipeCo”), which will build, own and operate the EACOP system. PipeCo will be established on OPCO type model with representatives of both Uganda and Tanzania states as well as shareholders.

JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years)between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
1. Uganda & Tanzania regulations emphasizes the national/local content expectations and requirements from both governments. In both countries, national/local content requirements are articulated around three main poles:
2. Employment & training of Ugandan/Tanzanian citizens to ensure minimum percentages of national citizens along HR organization(EACOP and contractors).
3. Procurement of local goods & services with some reserved contracts for Ugandan/Tanzanian parties (e.g.,transportation, security, fuel supply, land surveying, civil works, etc.) and advertising bidding process to allow local suppliers to compete.
4. Proposal for technology transfer & capacity building in order to promote sustainable economic development and national industrialization. National/local content obligations are embedded in call for tenders and are part of evaluation criteria of the main contractors (TIER 1).

The main missions of the job holder are:
• Take part in Local Content operations required to achieve EACOP’s Project National Content Plan objectives, in line with Local Content regulatory requirements.
• Related topics: Reporting/ Performance/Market Intelligence/Local Supply Chain Development/Local Content/In Country Value/Communication.

The Job holder will perform its activities for the National Content part of the project, In Uganda.
The job holder shall undertake all activities she/he is responsible for, or involved in, with the highest level of consideration for HSE risk management, protecting human health, respecting communities and conserving the environment.
She/he will promote safety and environment awareness/conscientiousness at all levels through an exemplary and pro-active attitude towards the Project Team, the Contractor/Subcontractor/Vendor Team and with all stakeholders. The job holder is also accountable for demonstrating an exemplary behaviour with regard to H3SE rules & requirements and for ensuring thatH3SE requirements are duly implemented within his area of responsibility. The job holder reports to the National Content Reporting and Performance Lead (NC) and Project National Content Manager.

ACTIVITIES
• Lead the development, coordination, monitoring, implementation, expediting, and opportunities for updates of the EACOP Project’s“ Capacity Building Program”, that includes:
• Workforce Development Program including employment Field readiness, Training of nationals, Support to Institutions),with initiatives such as class training, internships, on the job training, mentorship, delegation of companies, etc.
• SME’s Development Program via a “SME support development Plan” (training, coaching, access to finance, transfer of technology).
• Update Local Content Plan and reporting on Capacity Building sections as frequently as planned.
• Assist EACOP contractors for the development and implementation of their Capacity Building programs and perform monitoring(Workforce and SME development programs).
• Expedite, coordinate and monitor Train-the-Trainer and Industry Enhancement Centre initiatives.
• Assist as required the EACOP National Content Manager (preparing reports, drafting presentations and/or communications).
• Communicate on achievements and plans.

CONTEXT AND ENVIRONMENT
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in EastAfrican region. The project overall tonnage is estimated at 500,000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready forStart-up (RFSU) schedule not later than 39 months after FID. The context is complex with numerous stakeholders, environmental and societal/local content stakes, partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus. The Local Content Capacity Building Lead will have to take into account the following context and environment in his activities:
• Local Content development is key for both country’s development, to satisfy Authorities and local communities’ expectations, Totalcode of conducts and consequently for EACOP, its social license to build and operate.
• Project status close to FID implying fast growing in-country activities
• Lack of detailed information on Tanzania and Uganda industrial capabilities
• Fast changing environment

ACCOUNTABILITIES
• Accountable for the performance, proposal, implementation, coordination, reports and LC plan updates of the “Capacity Building” programs in collaboration with the LC manager and in line with the requirements of the applicable Local Content regulations and Project’s LC plan and needs.
• Develop good working relations, cooperation and synergies with discipline leaders (HSE, C&P,etc.), with suppliers, with local institutions and with O&G partners:
• To generate awareness programs on project requirements,
• To ensure technical training actions are aligned with the best expression of the project manpower and supplier demand.
• To generate programs synergies and sustainability

QUALIFICATIONS AND EXPERIENCE REQUIRED
• Minimum of a Bachelor’s degree in Sciences, Humanities, Engineering and a Master’s degree being an added advantage
• Professional Experience (years): minimum 10 years of relevant professional experience.
• Possession of Project Management and Organizational Skills
• Possession of Capacity building experience, Training experience
• A good entrepreneurial spirit and ability to work unsupervised (inautonomy)
• Fluency in English.
• Proficiency in Outlook, Excel, PowerPoint and Word. Access is a plus.
• Excellent communication skills, analytical mind-set, synthetic, rigorous, pro-active.
