Therefore, HI is currently seeking to recruit qualified personnel to fill the following Position.

Responsible to: Regional Logistics Manager

Job summary
Under the supervision of Regional Logistics Manager and in direct coordination with Logistics Teams, the job holder manages the Base’s logistics in compliance with Handicap International (operating under the name Humanity & Inclusion) internal framework and institutional donor regulations so as to ensure on-going logistical support for the activities developed. .
Responsibility 1: Follow up the Site procurement organization and support the Sub Offices under HI Arua
site logistic Administrative coverages.
• Involving in setting procurement plan setting in collaboration with Regional Logistics Manager and project Staffs.
• Support Regional Logistics Manager to analyze the local market and keep an up-to-date database of local suppliers that satisfy the association’s criteria (quality, price, service, ethics) and needs.
• Organize local procurement process according to authorized PSR in line with HI Purchasing procedure
• within accountability, transparency.
• Maintain Supply records of Purchase Monitoring Chart.
• Organize local transportation of merchandise: choice of transport and packing, planning and monitoring of consignments, administrative and customs clearance formalities.
• Organize any distribution of merchandise for the projects.
• Makes sure that goods and services provided comply with the request (quality, quantity, price, deadline, origin, etc.).
• Receives the invoice, and prepare HI Payment Authorization form to be validated by the Operations
• Manager and attaches a copy of the Purchase and Service Request for transmission to the cashier.
Responsibility 2: Carrying out or ensuring correct management of warehouse dedicated to store equipment’s and items for the operation at site level.
Follow up the identification of stock need in collaboration with project manager, and Logistic Manager to prepare
PSR for operation kits and consumable replacement need.
• Follow up and update the Stock cards according to receiving or releasing stock movement.
• Update monthly stock report based on Stock Card and transmitted to Regional Logistic Manager.
• Establishing staff and equipment forecasts required for loading/unloading.
• Follow up the operation campaign kit refilling before operation deployment aiming to deliver complete kit during deployment progress.
• Organize the physical management of stocks in collaboration with Regional Logistic Manager.
• Organize stock distribution of merchandise for the projects operation.
• Provide the relevant information and report on stock to Project managers or relevant owner of stock.
• Responsibility 3: Organize supply chains administrative filing system.
• Compiling archive for each logistic function handled in both manual and computerized.
• Submit the relevant tools of base or functions handled regularly.
• Responsibility 4: Respect HI identity , rules, and policies
• Promote HI’s protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to the line manager any non-respect of HI’s policies amongst the teams or partners.
• Observe at all times strict commitment to HI’s Security & Safety regulations as per procedures in place at mission level.
Competencies and Skills Required
• Knowledge on local market and ability of negotiation.
• Legal knowledge of civil and commercial law (contracts).
• Good computer operating skills (excel + word).
• Knowledge on stock / Technical organization and procedure.
• Knowledge on general warehousing mechanism.
• Knowledge of procedure of material or service requisition.

Condition:
Starting Date: 1st June 2021
Length of contract: 07 months
Gross Salary: UGX. 2,208,949
Required Profile
• A Bachelor’s Degree in Transport and Logistics, Supply Chain Management or any other relevant degree
• with proven experience in Logistics and Supply Chain Management.
• A minimum of three (3) years’ practical experience in Logistics and supply chain management.
• Proven experience managing the supply chain process.
• Proven experience in Stock management.
• Proven experience in general services management and Management of technical equipment.
• Proven Experience in Vehicles management
