CRS recognizes that Home and Community are the foundations of family life. But, when disaster strikes, lives are shattered in the blink of an eye. The loss of a home can has a great impact on a family’s well-being, their identity, their security and safety. CRS recognizes that safe homes are the first step for families to rebuild their lives. Through direct implementation, CRS’ approach to Shelter and WASH is centered around a strong community engagement and trust-building component through its use of community action planning, integrated WASH and shelter projects that foster owner-driven design and particularly trainings and construction demonstrations for shelter. In addition, CRS Uganda helping fill unmet education infrastructure needs to improve refugee and host community access to education and relieve overcrowded classrooms.
Job Summary:
The Senior Technical Project Officer-Shelter and Infrastructure will oversee and quality-assure all Shelter and Infrastructure projects being implemented in Kyangwali. The successful candidate will provide technical input to shelter and infrastructure needs assessments, in collaboration with Monitoring, Evaluation, Accountability and Learning (MEAL) Officers and the Community Mobilization Officers. He/she will supervise of the construction of homes and latrines for extremely vulnerable households as well as and school infrastructure works. He/she will be responsible for the technical specifications of all works and make sure they are in conformity with CRS approved designs, drawings and specifications respectively. He/she will oversee the smooth functioning of shelter and infrastructure activities. She/he will lead the orientations and trainings provided to hired labor or volunteers as needed and supervise community-led construction teams working in Kyangwali, monitoring the quality of work, providing on-the-job training and ensuring paperwork for completed homes and infrastructure are in order and submitted to the proper departments..

Job Responsibilities:
Under the supervision of the Kyangwali Emergency Coordinator, the Senior Technical Project Officer–Emergencies will:
• Manage CRS’ programmatic and operation activities in the field are implemented as per the agreed work plan to achieve the project objectives and in compliance with CRS’ policies and procedures.
• Coordinate and support Technical Advisors with elements of design and implementation as needed.
• Provide proactive support to CRS’ partner, Caritas Hoima in planning, implementation, monitoring & reporting, as needed.
• Support the Emergency Coordinator in planning and budgeting of shelter and infrastructure project, when needed.
• Provide design, project cost estimation and tendering of all shelters and infrastructure projects and liaise with the district authorities for approval of plans.
• Supervise all shelter and school construction projects under CRS in Kyangwali settlement and ensure that works are carried out as per set standards specified in the drawings, designs and technical specifications.
• Regularly monitors progress of the works against agreed timelines and take corrective measures if necessary, to ensure the works are completed on time.
• Verifies interim and final payments and ensures that the works are completed within agreed budget.
• Follow up on projects assigned to including site handover, schedule, quality control, quantity control and variation/change orders (if necessary).
• Provide overall leadership to recruit, train, supervise and monitor the work of masons, participating communities, and contractors.
• Prepare quality and timely monthly, quarterly, and annual reports.
• Request materials to be purchased timely and ensure the right materials are delivered and assess the activities undertaken and ensure efficient use of resources.
• Ensure adequate and timely supply of materials by suppliers and contracted companies to minimize unnecessary delays or interruptions of the works in accordance with the work plan.
• Act as co-lead with UNHCR of the Shelter and Settlements Working Group in Kyangwali, supporting the organization of monthly meetings and quarterly joint monitoring visits to make sure that shelter and infrastructure work is standardized in the settlement.
• Ensure Feedback Response Mechanisms (FRM) are in place and are accessible to communities.
• Ensure protection and environmental issues are fully considered throughout the project cycle with women, elderly, most vulnerable being included in decision-making for all project activities.

Education and Experience:
• Must hold a bachelor’s degree in Civil Engineering or Construction with at least 4 years’ experience. Experience with an international NGO is preferred.
• Previous experience in shelter and/or school construction project management in a humanitarian context is required.
• Ability to interpret designs, drawings, and technical specifications.
• Strong analytical, drafting and diplomatic skills, and proficiency in basic computer software including engineering (AutoCAD, ArchiCAD, etc) and GIS tools (GPS usage).
• Proven commitment to accountable practices.
• Knowledge of working in challenging environments with proven ability to work under pressure and manage large, varied workloads.
• Local knowledge of Kikuube District and the languages spoken there and/or experience working in Kyangwali is preferred.

Desirable attributes:
• A capacity and desire to pass on skills and information, a confident communicator and willing to work in a collaborative and respectful way with target communities.
• Experience leading technical working groups.
• Flexibility and ability to work under pressure and meeting deadlines in changing situations
• Experience with CommCare data collection software
Travel: The position will be based in Kyangwali

Supervisory: Local field construction crews
Internal: Kyangwali: Emergency Coordinator, drivers; Yumbe: Operations staff and Shelter and Infrastructure program staff; Kampala: Operations staff in Finance, Administration and Supply Chain.
External: Caritas Hoima community mobilizers based in Kyangwali as well as project administration staff based in Hoima, Local Government, implementing local and international NGO staff.
