Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab & Translational Lab), Global Health Security and Health System Strengthening.
The Ministry of Health received funding from the Centres for Diseases Control and Prevention(CDC) through the Infectious Diseases Institute under the Global Health Security Department to implement the Strengthening Partnerships for Preparedness and Response in Uganda. One of the sub projects aims at strengthening Emergency medical services at national and subnational level. Mortality and Morbidity from time sensitive conditions including COVID-19 can be averted by a stronger Emergency Medical Services System that provides a regionally coordinated response stretching from prehospital to facility based emergency care.
In order to successfully, implement the project, IDI is looking for a competent and experienced individuals to fill the positions below:
Job Title: Regional Emergency Medical Services (EMS) Coordinators
(7 Positions)

Duty Station: Arua, Naguru, Jinja, Mbale, Fort Portal, Lira ,Kabale
Regional Referral Hospitals
Classification: Fixed Term (Contract), full time
Reports to: Commissioner, Emergency Medical services (EMS)
Matrix manager: Director, Regional Health Hospital
General summary:
The holders of this position will be stationed at the selected Regional Referral Hospitals (RRH) where they will support activities towards the implementation of a regionally coordinated, functional and responsive Emergency Medical services. .
Key Responsibilities:
Pre-Hospital Emergency Care:
• Coordination of ambulances in the region to achieve maximized coverage of demand points and ensuring a response.
• Supervision of call and dispatch centre and ambulance staff, scheduling and linking dispatcher and other staff
• Ensuring continued medical education and training of responders.
Facility based Emergency Care:
• Ensuring provision of patient care at regional level as per national emergency care guidelines.
• Ensuring regional hospitals capacity is adequate for demand
• Implementing Quality Improvement processes
• System performance and outcome monitoring
• Ensuring recruitment, training and deployment of emergency care providers
• Ensuring adherence to national emergency department guidelines e.g. emergency treatment, triage, patient handover etc.
Administrative:
• Regional EMS Data management and reporting
• Liaising with District EMS officers or DHOs.
• Coordinating regional Ambulance public private partnerships
• Ensuring functional regional Call and Dispatch centre
• Guiding and coordinating regional and district/ urban authority EMS committees
• Hosting the ambulance hubs
• Providing support and supervision to lower facilities.
• Any other roles assigned by the supervisor
Person specifications:
• Bachelor of Medicine and Surgery
• Full and up-to-date registration with the UMDPC
• Additional qualification: Experience working in an Emergency Care Unit
• Additional Emergency Care courses/training.
• Minimum of two years’ experience working in an emergency care setting
• Knowledge of Uganda’s referral structural and various levels of care.
• Computer skills, at least word, power point, spreadsheet
• Ensuring adherence to national Prehospital emergency care guidelines.
• Patient transportation scheduling
• Ensure adequate logistics and response to major medical incidents
• Liaison with private sector for improved regional EMS service delivery
