Regional Technical and Assistance Advisor at FHI 360

Job Summary:

The Regional Technical Assistance Advisor will closely work and coordinate with other project team leads to effectively manage the project’s technical assistance activities for cascading Uganda’s MNCH and Nutrition program implementation and service delivery strategies and priorities from national to subnational level through various GoU and non-government actors at regional and district level.

Accountabilities:

  • Closely coordinate and work with various team leads to develop and implement technical assistance action plans for ensuring that the project is appropriately responsive to technical assistance needs by subnational level actors (Regional Referral Hospitals, regional USAID and other IPs, and others) in the MNCH and Nutrition space
  • On ongoing basis, assist project team leads to proactively and appropriately manage ongoing consultative dialogues with the subnational actors listed above, to capture emerging MNCH and Nutrition technical support needs
  • Management of regional shared learning networks and communities of practice;

Assist in the setting up and routine management of communities of practice for subnational level MNCH and Nutrition actors at implementation and service delivery levels Support the project team leads to effectively facilitate shared learning between and across regional implementing partners and regional referral hospitals, including ensuring that MNCH and Nutrition learnings are translated into action, including adaptation at program management and service delivery level Support project teams in harvesting, documentation and spread of emerging successful and best practices and other knowledge products

  • Data utilization: Assist the project MEL, MNCH and Nutrition teams in dissemination of results from routine MNCH and Nutrition data analytics to regional IPs and districts, and following up with the IPs to document corrective actions taken in response to issues flagged up by data
  • Manage ongoing data/information calls and various communication from national level (GoU, USAID and the project) to regional implementing partner and regional referral hospital counterpart teams
  • Development of project works plans and budgets, compilation of monthly, quarterly and annual reports
  • Other related duties as assigned by supervisor

Qualifications

  • A bachelor’s degree in medicine and a master’s degree in either Public Health, Epidemiology, or a clinical discipline
  • A minimum of seven years of experience in coordination and implementation of donor-funded public health programs in Africa – experience in maternal, child health and or nutrition program will be of added advantage
  • Significant experience working with programs designed to support delivery of maternal, newborn, child health and or nutrition programs
  • Demonstrated understanding of maternal, newborn, child health and nutrition data that is routinely collected and reported through the MOH DHIS2, including use of the data to inform planning and program management

  • Ensures appropriate and timely technical support to field programs.

  • Ensures the quality of implemented technical activities and systems at all levels.

  • Conducts routine coordination with employees and consultants, on-site and in the field.

  • Strong knowledge and skills in specific technical area/function and general understanding of concepts and principles of related technical areas/functions.

  • Solid knowledge of standards for the technical area/field, operational processes and procedures, work and task flow.

  • Ability to manage own work to job and performance standards.

Problem Solving & Impact:

  • Demonstrates ability to assess needs within agreed upon duties and considers course of action best to meet those needs.

  • Effectively applies knowledge of technical area to solve range of problems.

  • Demonstrates ability to develop solutions to problems that cannot be solved using existing methods or approaches.

  • Faulty decisions/ recommendations /failures to complete assignments will normally result in serious delays to assigned programs resulting in considerable expenditure of additional time, resources and funds.

  • Decisions and actions impact primarily work flow, project processes and timeframes.

  • Problems encountered are generally varied, requiring review of practices and precedents to resolve.

  • Problem solving involves evaluating and resolving discrepancies with data, analyses, processes, etc. within prescribed guidelines.

  • Policies or guidelines generally exist for most problems; others must be referred to supervisor or more senior professional.

Supervision Given/Received:

  • Coordinates own work flow and sets individual priorities.

  • Works under general guidelines for completion and accuracy as determined by the supervisor.

  • Accomplishes results through lower level staff managers or through experienced staff who exercise independence in their assignments.

  • May manage a centralized functional area of activity.

Typical Physical Demands:

  • Typical office environment.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift 5-50 lbs.

Technology to be Used:

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements:

  • 10% – 25%
