Head Communications at Deposit Protection Fund of Uganda

1. JOB REF: DPF2.04
2. POSITION: Head Communications
3. GRADE: Head of Department
4. REPORTS TO: Chief Executive Officer
5. DIRECT REPORTS: Manager/Assistant Manager of Communications

  1. JOB PURPOSE:

Responsible for the implementation of communications strategy both internally and externally with a heavy emphasis on brand management for the Fund; Includes managing all communications plan activities and building external relationships with the Fund’s stakeholders.

  1. KEY RESPONSIBILITIES:
  • Raise the profile of the Fund to internal and external audiences;
  • Develop and implement the Fund’s communications strategy, working closely with the Chief Executive, relevant Committees, Management and appointed agencies;
  • Manage communications functions including media and campaigns, publishing, web, public affairs and stakeholders, events, internal communications and projects;
  • Develop professionally written policy and procedure proposals that clearly articulate the Fund’s value proposition.

8. DUTIES:

  • Acts as the official Spokesperson of the Fund;
  • Observes and reports on social, economic, and political trends that might affect employees;
  • Develops and maintains the Fund’s corporate image and reputation;
  • Confers with Human Resources and Administration Department to develop internal communications that keep employees informed of Fund activities;
  • Represents Communications department in national, regional and international meetings pertaining to policy communication;
  • Proactively builds and manages appropriate internal communication channels, including appropriate internal bulletins/magazines;
  • Ensures value for money in management and implementation of the communication’ work plans and budget;
  • Oversees the preparation of an annual newspaper pull-out on activities of the fund;
  • Develops a communications policy and strategy of the Fund;
  • Establishes and maintain effective working relationships with clients, government officials, and media representatives and use these relationships to develop new business opportunities for the Fund;
  • Studies the objectives, promotional policies, or needs of the Fund to develop public relations strategies that will influence public opinion or promote ideas, products, or services;
  • Identifies main target audience and stakeholders of the Fund, determine the best way to communicate to them effectively, assign, supervise, and review the activities of the Communication department staff;
  • Ensures the drafting of speeches for the Fund’s management;
  • Evaluates advertisment and promotions programs for compatibility with public relations efforts;
  • Manages special events, such as sponsorship of races, parties introducing new products, or other activities the Fund supports, to gain public attention by using multi-media channels;
  • Formulates policies and procedures related to public information programs, working with public relations executives;
  • Manages the public relations aspect of a potential crisis situation;
  • Maintains the Fund’s archives and knowledge centre;
  • Ensures interactivity, content management of the Fund’s website and social media platforms.

  1. MINIMUM QUALIFICATIONS AND EXPERIENCE:
  • A First Class or Upper Second Class degree in communication, journalism, public relations, economics or a related field from a recognized university is essential;
  • A Master’s degree in marketing, communications, public relations, information technology, business administration and economics is essential;
  • 8+ years of experience in the communications or public relations field is essential;
  • Deep insight and career experience in media relations, public relations and analyst relations disciplines is desirable;
  • Crisis management and crisis communications experience is desirable.
