Senior Procurement Officer at Gulu University

Gulu University is a Public University established by Statutory Instrument No. 16 of 2003. The University was set to serve as a launch pad for equitable development in Uganda providing knowledge and skills and stimulating innovations in education, technology, economic advancement and social development. The University is located in Gulu City with campuses in Kitgum District, Hoima City and a Constituent College Project in Moroto District.
The Vision of the University is “To be the leading Academic Institution for promotion of Community Transformation and Industrialization for Sustainable Development”.
The Mission of the University is “To provide access to Quality Higher Education, Training, Research and Innovations for the Delivery of Appropriate Services towards Community Transformation and Sustainable Development”.
To achieve its Vision and Mission, the University invites applications from suitably qualified candidates to fill the following positions: .

PROCUREMENT AND DISPOSAL UNIT
POSITION: SENIOR PROCUREMENT OFFICER
Number of Vacancies: I (One)
Salary Scale: M6.1 (Non-Teaching, Non-Science)
Reports To: University Secretary

Purpose of the Job:
To carry out routine procurement and disposal of assets activities and implement assignments in accordance with existing laws, regulations and procedures.

Key Duties and Responsibilities
• Develops appropriate procurement systems, procedures and guidelines for a procurement entity and Contracts Committee.
• Ensures Procurement processes are implemented in accordance with procurement laws, regulations and guidelines.
• Prepares and evaluates bid documents.
• Manages contracts including preparing contract documents and issuing approved contracts.
• Works closely with suppliers /stakeholder to ensure timely delivery of goods and services.
• Compiles documents and maintains safe custody of procurement and disposal records.
• Verifies procurement and disposal requisition.
• Guides stakeholders on procurement procedures.
• Liaises with end users and prepares draft procurement plan for the University.
• Any other duties that may be assigned from time to time.

Person Specifications
• Master’s Degree in Procurement & Logistics Management or any other procurement related disciplines from a recognized institution.
• Bachelor of Procurement and Supply Chain /Management or Bachelor of Procurement and Logistics or Bachelor of Purchasing and Supplies / Materials Management obtained from a recognized University.
• Possession of full professional qualification certificate in Procurement and Supplies Management like Chartered institute of Purchasing and Supply (CIPS) or International Supplies Management(ISM) awarded by a recognized /accredited examining body /institution is an added advantage.
• The applicants should have a minimum of three (3) years of work experience at the level of a Procurement Officer in a reputable organization.
• High level of integrity excellent interpersonal skills.
• Ability to effectively work under pressure.
• Computer literacy and proficiency in relevant packages.
