PEAL Officer, Evaluation & Reporting at Raising The Village

Job Summary
The PEAL Officer – Evaluation and Reporting works with a team of staff within the evaluation and reporting unit to provide technical and capacity-building support in M&E to all programme units and the Leadership team. They oversee the internal Program Evaluations, and ensure that evidence and learning generated is used to communicate RTV’s outcomes and impact to various stake holders. He/she provides mentorship and support supervision to contracted field staff across districts during execution of Household income surveys, RTV Standards Evaluations and, community mapping and profiling, through which data and information are collected and used for decision making and accountability. They are responsible for reporting, data analysis and management, as well as facilitating reporting, learning and exchange of information among stakeholders .

Key Duties and Responsibilities
Coordination of Evaluations and Surveys (40%)
• Designing and updating M&E tools for reporting, Evaluation and Tracking with focus on technology adoption and efficient operationalization and utilization. Ensuring that the RTV paperless program is prioritized by all program units.
• Ensure in-depth project evaluations are completed periodically as stipulated in the project design M&E plans for every cluster. This involves working with local government staff in executing a well balanced and objective evaluation, through which learning and reporting is achieved.
• Performing post evaluation investigations on the finding, including modeling and predicting based on historical data. Using inferential statistics to set pace and inform decisions the concern similar or related projects. Designing and updating statistical models to forecast/predict, discover trends for planning and learning.
• Take lead on the executing the organization’s technical analysis for project inputs, outputs and outcomes. Ensuring availability of information that is thorough and precise for use by program leads and managers.
Database Management and Reporting (50%)
• Take lead in updating, refreshing and managing the organization’s Centralized Database and ensuring an active line of automations workflows for a real time repository.
• Spearheading data quality checks, data control and management
• In charge of data analysis, programing, designing and Interpretation. Presenting data and information that is readable and resourceful for further use.
• Creating and enforcing policies for effective data management. Ensuring compliance to the organization’s data policy including confidentiality and anonymity and adherence to the data sharing agreements between RTV and other partners.
Others (10%)
• Supporting the planning and Learning units and other organization units achieving programmatic objectives.
• Other essential duties as required by management, sometimes working on weekends and holidays for which time off in lieu can be taken.

Qualifications
• University degree in Statistics, Economics, Computer Science, Quantitative Economics, Business Computing, Mathematics, Population Studies, or related field
• Post graduate qualification in Monitoring & Evaluation and, or Project Planning and management preferably from Uganda Management Institute (UMI) would be an added advantage.

Essential
• At least three years of experience in the development sector
• Minimum of 3 years’ experience and knowledge of the M&E tools, techniques and frameworks.
• Demonstrated knowledge and understanding of the application of Theories of Change (TOC), results/logical frameworks, and the development/implementation of learning agenda.
• Ability to apply M&E process-based tools including result-based monitoring and evaluation, participatory monitoring and evaluation, gender analysis frame works, M&E reporting frame works, feasibility studies, data Quality assurance and M&E reporting
• Strong knowledge of frameworks for M&E including theory of change, M&E plans and frame works and typology of frameworks.
• Demonstration of knowledge and understanding of tools for M&E including LQAS, public expenditure, citizen reports score card, cost benefit analysis, GIS / GPS application in M&E, Community report Cards, cost effective analysis, SWOT analysis, Results Based management and outcome mapping among others.
• Knowledge of planning and designing of international and local development programs, with in-depth
• Establishes, builds and maintain effective working relationships with staff and partners to provide support
• Strong training & facilitation skills..

Desirable
• Strong analytical and problem-solving skills
• IT skills, including experience with stat packages specifically STATA, Alteryx, EpiInfo, ArcGIS, MS Excel, MS Access, Tableau, Drone2Map and SurveyCTO programing
• Outstanding interpersonal, written and verbal communication skills
• Previous work experience in Uganda’s last mile communities
• Experience of participatory research within last mile communities
