PEAL Assistant Manager at Raising The Village

Job Summary
Reporting to the PEAL Manager for day-to-day operations for the responsibilities outlined below and in accordance with the strategic plan, the Planning, Evaluation and Learning Assistant Manager will lead the process and implementation of a result-based PEAL system throughout the organization. He/she will also lead in the development of the accountability system and ensure high standard of a PEAL system for program learning and reporting purposes. They provide support to RTV’s PEAL team in all aspects of their work, as well as provision of mentorship and leadership to all staff. S/he will ensure follow-up and follow-through of the PEAL strategic plan towards achieving organization goals. He/she is also responsible for resolving issues and serving as a link between the PEAL team and Management. The ideal candidate will be someone who is well-versed with processes under the role’s responsibility and is results-driven, innovative, detail oriented and with excellent data analysis skills. .

Key Duties and Responsibilities:
Program Planning and Design (30%)
• Take leadership in the planning, budgeting and design of program / project activities and approaches.
• Ensure that field-based tracking tools to be used by the PEAL team and reporting templates for Project Officers are well developed and utilized.

• Ensure that the PEAL system is developed based on local capacity, cost effective approaches and sustainable processes.
• Identify and design innovative processes and practices to improve organizational efficiency and effectiveness in PEAL and general project management.
Project Monitoring and Evaluation (30%)
• Ensure implementation is monitored on a regular basis for quality standards through regular visits, data quality audits, spot check, verification visits against reports, and reports review.
• Establish and maintain program/indicator M&E databases aligned to the RTV strategy results framework / chain.
• Ensure routine data quality assessment on program/project monitoring, including data collected by staff and committee members before it is used for reporting is periodically carried out. Providing technical support to staff in reporting using SurveyCTO and other technology platforms available for use within the organization reporting framework.
• Take lead in coordinating periodic standards evaluation and annual household income surveys. Including supervising large numbers of contracted field staff that periodically engage in data collection.
• Ensure M&E tools and frameworks are continuously updated and reviewed to ensure consistency and adherence to donor guidelines and international reporting standards.
Project Reporting and Analysis (20%)
• Ensure PEAL findings are presented at regular program meetings, and prompt critical thinking at senior management level.
• Ensure all PEAL related data, reports, and records are clearly organized and archived in a central location for future reference.

Learning and accountability (10%)
• Ensure documentation of lessons, best practices and impact from area project for learning within, across and outside RTV. Document case studies and Most Significant change Stories (MSCs) highlighting program success and lead in the participatory review and selection of the MSCs.
• Package and disseminate learning and evidence from RTV’s programmes to drive improved practice at household and community within Uganda. Ensure learning is shared and disseminated between RTV, development stakeholders at different fora within and outside the organization.
• Actively involved in learning and documentation of Project’s best practices, and in providing input for research/study for continuous improvement and furthers learning.
• Take lead in building capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected.
• Keep abreast of new approaches and tools on M&E, and provide training to RTV staff as requested
• Enable staff to monitor and evaluate their own efforts, gather relevant data and produce required progress reports.

Qualifications
• Master’s degree in Statistics, Economics, Computer Science, Quantitative Economics, Business Computing, Mathematics, Population Studies, or related field.
• At least 5+ years of significant experience and familiarity with PEAL functions and frame works including Monitoring, Evaluation and Learning and Leadership at a senior level.
• Post graduate qualification in Monitoring & Evaluation and, or Project Planning and management.
Essential
• Demonstrated knowledge and understanding of the application of Theories of Change (TOC), results/logical frameworks, and the development/implementation of learning agenda.
• Ability to apply M&E process-based tools including result-based monitoring and evaluation, participatory monitoring and evaluation, gender analysis frame works, M&E reporting frame works, feasibility studies, data Quality assurance and M&E reporting
• Strong knowledge of frameworks for M&E including theory of change, M&E plans and frame works and typology of frameworks.
• Demonstration of knowledge and understanding of tools for M&E including LQAS, public expenditure, citizen reports score card, cost benefit analysis, GIS / GPS application in M&E, Community report Cards, cost effective analysis, SWOT analysis, Results Based management and outcome mapping among others.
• Establish, build and maintain effective working relationships with staff and partners to provide support.
• Experience in data collection and community participation and accountability, conducting and coordinating assessments.
• Exceptional coaching and mentorship skills.

Desirable
• IT skills, including experience with stat packages specifically STATA, Alteryx, EpiInfo, ArcGIS, MS Excel, MS Access, Tableau, Drone2Map and SurveyCTO programing
• Outstanding interpersonal, written and verbal communication skills
• Previous work experience in Uganda’s last mile communities
• Strong analytical and problem-solving skills
• Experience of participatory research within last mile communities
